Turkish law does provide a clear answer to this question: the long-term residence permit, known in Turkish as <em>uzun d\u00f6nem ikamet izni<\/em>. It is the closest status a foreign national can obtain to permanent residency without acquiring citizenship, and it carries substantial legal weight under Turkish immigration law.<\/p>\n<p>The legal foundation for this permit is the Law on Foreigners and International Protection, numbered 6458 (YUKK). Under this framework, the long-term residence permit is issued by provincial governorates with the approval of the Ministry of Interior. Once granted, the permit is indefinite in duration \u2014 in practice issued for 99 years \u2014 though the physical card requires renewal every five years for administrative and security purposes.<\/p>\n<h2>Who Is Eligible to Apply?<\/h2>\n<p>Article 43 of YUKK sets out the eligibility criteria directly:<\/p>\n<p><em>&#8220;Foreigners who have resided in Turkey with a residence permit for at least eight consecutive years, or foreigners who meet the conditions determined by the Ministry, shall be granted an indefinite residence permit by the governorates upon the approval of the Ministry. The right to transition to a long-term residence permit shall not be granted to refugees, conditional refugees, holders of subsidiary protection status, holders of humanitarian residence permits, or those under temporary protection.&#8221;<\/em><\/p>\n<p>This means that the primary pathway is straightforward in principle: eight consecutive years of legal residence in Turkey. Foreigners of Turkish origin and citizens of the Turkish Republic of Northern Cyprus are exempt from the eight-year requirement. All others who fall outside the protected categories \u2014 refugees, humanitarian permit holders, and those under temporary protection \u2014 remain ineligible regardless of how long they have resided in Turkey.<\/p>\n<h2>How the Eight-Year Period Is Calculated<\/h2>\n<p>The calculation of the eight-year period is more nuanced than it might initially appear, and misunderstanding the rules here is one of the most common reasons applications are delayed or rejected. The calculation works backward from the application date in annual blocks. Within the last five years, any single year in which the applicant was outside Turkey or without valid residence status for more than 180 days is treated as a break, effectively resetting the eight-year accumulation. A single continuous absence of more than six months also constitutes a break. Across the full five-year window, total time spent outside Turkey must not exceed 365 days.<\/p>\n<p>The type of residence permit held during those years also matters. Student residence permits count at half their actual duration \u2014 four years as a student translates to two years toward the eight-year requirement. All other permit types, including short-term, family, and work-based residence permits, count in full. Periods spent in Turkey without any valid residence status, or under a deportation order, are excluded from the calculation entirely.<\/p>\n<h2>Additional Conditions for the Application<\/h2>\n<p>Meeting the eight-year threshold is necessary but not sufficient. Applicants must also satisfy a set of supplementary requirements at the time of application. Article 43 of YUKK specifies:<\/p>\n<p><em>&#8220;Not having received social assistance in the last three years; having sufficient and regular income to provide for oneself and, if applicable, one&#8217;s family; holding valid health insurance; and not posing a threat to public order or public security.&#8221;<\/em><\/p>\n<p>The income requirement is assessed against the net minimum wage in effect at the time of application. The applicant must demonstrate that this level of income has been received consistently for at least the previous six months, documented through bank statements or equivalent financial records. The social assistance condition requires an official document \u2014 obtained from the Social Assistance and Solidarity Foundation under the relevant governorate \u2014 confirming no assistance was received in the preceding three years.<\/p>\n<p>Health insurance can be established through several channels: SGK general health insurance, coverage under a bilateral social security agreement between Turkey and the applicant&#8217;s home country, or a private health insurance policy valid for at least one year. Whichever form is used, the relevant document must be signed and stamped, with the original submitted at the time of application.<\/p>\n<h2>Required Documents<\/h2>\n<p>The application requires a specific set of documents to be assembled before attending the appointment at the Provincial Directorate of Migration Management. These include the original passport along with a photocopy, a completed residence permit application form, biometric photographs, documents evidencing all previous residence permits held in Turkey, the social assistance clearance letter from the Solidarity Foundation, bank statements or other financial documentation showing regular and sufficient income, proof of accommodation in Turkey (such as a title deed copy, a notarized lease agreement, or hotel documentation), and the relevant health insurance document.<\/p>\n<p>For applicants under the age of 18, an additional layer of documentation is required: an approved consent statement from the parent or legal guardian residing abroad, along with a notarized undertaking from a real or legal person in Turkey named in that consent document.<\/p>\n<h2>The Application Process<\/h2>\n<p>The application is initiated through Turkey&#8217;s online immigration portal, the E-\u0130kamet system. After completing the online pre-application, the applicant receives an appointment date at the Provincial Directorate of Migration Management in their city of residence. Attendance at this appointment is mandatory and non-delegable: an applicant who fails to appear without a recognized justification is treated as having never applied at all. On the appointment date, the full set of required documents is submitted in person, and the formal evaluation process begins.<\/p>\n<p>Under Turkish administrative law, the directorate has 90 days to process and conclude the application. In practice, many applications are resolved within approximately one month, though this varies depending on the workload of the relevant office. Once the permit document is issued, the foreign national has no more than 20 working days to register their address in the national address registration system.<\/p>\n<h2>Rights Granted by the Long-Term Residence Permit<\/h2>\n<p>Article 44 of YUKK outlines the legal standing of long-term permit holders in considerable detail:<\/p>\n<p><em>&#8220;Foreigners holding a long-term residence permit shall benefit from the rights afforded to Turkish citizens, with the exception of the obligation to perform military service, the right to vote and stand for election, the right to enter public service, the right to import vehicles with exemption, and rights reserved under special laws; their acquired rights related to social security are preserved.&#8221;<\/em><\/p>\n<p>In practical terms, this means long-term permit holders may engage in commercial activity, acquire real property, and access public education and healthcare services under the same conditions as Turkish citizens. The permit also removes the standard annual residence fee, which ordinary permit holders must pay upon each renewal. One important clarification worth noting: the long-term residence permit does not automatically confer the right to work. Employment requires a separate work permit application, though holders of the long-term residence permit are entitled to apply for an indefinite work permit.<\/p>\n<h2>When Can the Permit Be Revoked?<\/h2>\n<p>Despite its indefinite character, the long-term residence permit can be cancelled under defined circumstances. The most immediate ground for revocation is posing a serious threat to public order or public security, in which case the cancellation is carried out by the relevant governorate and the individual may be barred from obtaining any other type of residence permit thereafter. A second ground is extended absence from Turkey: remaining outside the country for more than one year continuously, for reasons other than health treatment, education, or mandatory public service in the home country, results in automatic cancellation.<\/p>\n<p>Foreigners whose permits are cancelled for absence-related reasons may reapply \u2014 either at a Turkish consulate abroad or at the provincial directorate within Turkey. These applications are given priority and must be concluded within one month. Crucially, the eight-year residency requirement is not reimposed on such applicants; only those applying for the first time must satisfy that threshold.
