2026 Minimum Attorney Fee Schedule in Turkey

The Turkish Bar Association (TBB) has published the 2026 Minimum Attorney Fee Schedule in the Official Gazette, bringing significant increases to legal service fees across Turkey. This comprehensive update reflects the current economic conditions and establishes new standards for attorney compensation in the Turkish legal system.

General Increase Rates

The new tariff, published in the Official Gazette, implements an average increase of 36.15% for fixed fees. Additionally, a new 13% bracket has been added to the Third Section determining proportional tariff fees. This regulation adapts the value of legal services to current economic conditions in Turkey.

 

Legal Consultation and Other Legal Services

1 – Oral and Written Consultation

Office Consultation:

  • First hour consultation fee has increased by 14.29% from 3,500 TL to 4,000 TL (approximately $95 or €82)
  • Each additional hour: 1,800 TL ($43 or €37), representing a 20% increase

On-Site Consultation:

  • First hour fee has risen by 16.67% to 7,000 TL ($166 or €144)
  • Each additional hour: 3,500 TL ($83 or €72), a 16.67% increase

Written Consultation:

  • First hour fee: 7,000 TL ($166 or €144), increased by 16.67%
  • Each additional hour: 3,500 TL ($83 or €72), a 16.67% increase

2 – Drafting of Petitions and Documents

Under Turkish law, the fees for document preparation have been substantially increased:

  • Drafting petitions, notices, warnings, and protests: 6,000 TL ($142 or €124), a 33.33% increase
  • Preparation of lease agreements and similar documents: 8,000 TL ($190 or €165), a 33.33% increase
  • Drafting articles of association, regulations, inheritance contracts, wills, foundation deeds and similar documents: 32,000 TL ($760 or €659), a 33.33% increase
  • Company articles of association, company transfers and mergers, and related commercial transactions: 21,000 TL ($499 or €432), a 31.25% increase

3 – Mediation Services

In Turkey, when mediation activities result in disagreement, the fee for party representatives has increased by 14.29% to 8,000 TL ($190 or €165).

 

Legal Assistance in Business Follow-Up

Turkish legal professionals charge the following fees for various business matters:

  • Documentation of situations, collection of payments, or obtaining document copies: 6,000 TL ($142 or €124), a 20% increase
  • Transactions involving the creation, determination, registration, transfer, modification, termination or protection of rights: 12,000 TL ($285 or €247), a 33.33% increase
  • Each legal assistance provided to banks, financial institutions and similar entities under permanent contracts for mortgage establishment and release: 3,000 TL ($71 or €62), a 33.33% increase
  • Signing of company establishment agreements and follow-up of related procedures for legal entity merchants: 60,000 TL ($1,425 or €1,235), a 33.33% increase
  • Transactions followed up in tax reconciliation commissions: 24,000 TL ($570 or €494), a 33.33% increase

 

International Jurisdictions

For cases in international courts under Turkish jurisdiction:

  • Non-hearing proceedings: 110,000 TL ($2,612 or €2,265), a 37.5% increase
  • Hearing proceedings: 200,000 TL ($4,749 or €4,118), a 33.33% increase

 

Consumer Arbitration Committees

The minimum fee for legal assistance provided to provincial and district consumer arbitration committees and fruit and vegetable market arbitration committees in Turkey has increased by 40% to 7,000 TL ($166 or €144).

 

Contracted Attorney Fees in Turkey

1 – Mandatory Contracted Attorneys

  • Monthly fee for mandatory contracted attorneys in housing cooperatives (per Article 35 of the Turkish Attorney Law): 27,000 TL ($641 or €556), a 40.63% increase
  • Monthly fee for mandatory contracted attorneys in joint stock companies: 45,000 TL ($1,068 or €927), a 40.63% increase

2 – Private and Legal Entities

Monthly attorney fee payable by private individuals and legal entities: 33,000 TL ($783 or €679), a 32% increase

3 – Public Institutions

Monthly attorney fee payable by public institutions and organizations in Turkey: 33,000 TL ($783 or €679), a 32% increase

 

Fixed Fees in Courts and Judicial Bodies

1 – Preliminary Injunction and Attachment Procedures

  • Non-hearing proceedings for preliminary attachment, preliminary injunction, and evidence preservation (when not part of an ongoing case): 10,000 TL ($237 or €206), a 33.33% increase
  • Hearing proceedings: 12,500 TL ($297 or €257), a 31.58% increase

2 – Partnership and Division Matters

  • Follow-up of transactions in sales offices for dissolution of partnership: 18,000 TL ($427 or €371), a 44% increase
  • Partnership dissolution and division cases: 40,000 TL ($950 or €824), a 40.35% increase

3 – Tax Courts

In Turkish Tax Courts:

  • Non-hearing proceedings: 30,000 TL ($712 or €618), a 66.67% increase
  • Hearing proceedings: 40,000 TL ($950 or €824), an 11.11% increase

4 – Consumer Courts

In Turkish Consumer Courts:

  • Cases for adjustment of credit installments or interest: 20,000 TL ($475 or €412), a 42.86% increase
  • General consumer cases: 22,500 TL ($534 or €463), a 50% increase

 

Enforcement and Bankruptcy Offices

Turkish Enforcement and Bankruptcy procedures now require:

  • Enforcement Office proceedings: 9,000 TL ($214 or €185), a 50% increase
  • Enforcement Court proceedings: 11,000 TL ($261 or €226), a 57.14% increase
  • Enforcement Court lawsuits and hearing proceedings: 18,000 TL ($427 or €371), a 50% increase
  • Enforcement proceedings related to eviction: 20,000 TL ($475 or €412), a 48.15% increase
  • Criminal matters in Enforcement Courts: 15,000 TL ($356 or €309), a 50% increase
  • Objections to enforcement of judgments and injunctions regarding child delivery and establishment of personal relations with children: 16,000 TL ($380 or €329), a 33.33% increase

 

Civil Courts in Turkey

1 – First Instance Courts

  • Criminal investigation phase proceedings: 11,000 TL ($261 or €226), a 37.5% increase
  • Cases in Turkish Magistrate Civil Courts: 30,000 TL ($712 or €618), a 66.67% increase
  • Cases in Magistrate Criminal Courts and Execution Courts: 18,000 TL ($427 or €371), a 33.33% increase
  • Cases in Courts of First Instance: 45,000 TL ($1,068 or €927), a 50% increase
  • Cases in Intellectual and Industrial Property Courts: 55,000 TL ($1,306 or €1,132), a 37.5% increase

2 – Criminal Courts

In the Turkish criminal justice system:

  • Heavy Penal Court cases: 65,000 TL ($1,543 or €1,339), a 35.42% increase
  • Juvenile Court cases: 45,000 TL ($1,068 or €927), a 50% increase
  • Heavy Juvenile Criminal Court cases: 65,000 TL ($1,543 or €1,339), a 35.42% increase

3 – Military Disciplinary Boards

Cases followed in Disciplinary Boards pursuant to the Military Service Law in Turkey: 27,000 TL ($641 or €556), a 50% increase

 

Administrative Judiciary

In Turkish Administrative Courts and Tax Courts:

  • Non-hearing proceedings: 30,000 TL ($712 or €618), a 66.67% increase
  • Hearing proceedings: 40,000 TL ($950 or €824), an 11.11% increase

 

Higher Courts and Regional Courts

1 – Regional Courts

  • First instance cases in Regional Courts of Justice and Regional Administrative Courts: 35,000 TL ($831 or €721), a 40% increase
  • Appeals with one hearing: 22,000 TL ($522 or €453), a 37.5% increase
  • Appeals with multiple hearings or investigations requiring attorney presence: 42,000 TL ($997 or €865), a 31.25% increase

2 – Court of Accounts (Sayıştay)

In Turkish Court of Accounts:

  • Non-hearing account trials: 34,000 TL ($807 or €700), a 41.67% increase
  • Hearing proceedings: 65,000 TL ($1,543 or €1,339), a 39.78% increase

3 – Court of Cassation (Yargıtay)

  • First instance cases in Court of Cassation: 65,000 TL ($1,543 or €1,339), a 39.78% increase
  • Hearings for appeals in Court of Cassation, Council of State, and Court of Accounts: 40,000 TL ($950 or €824), a 42.86% increase

4 – Council of State (Danıştay)

In Turkish Council of State:

  • Non-hearing first instance cases: 40,000 TL ($950 or €824), a 42.86% increase
  • Hearing proceedings: 65,000 TL ($1,543 or €1,339), a 16.07% increase

5 – Jurisdictional Disputes Court

Cases in the Jurisdictional Disputes Court: 40,000 TL ($950 or €824), a 33.33% increase

6 – Constitutional Court

In the Turkish Constitutional Court:

  • Cases examined as the High Court: 120,000 TL ($2,849 or €2,471), a 33.33% increase
  • Individual applications without hearing: 40,000 TL ($950 or €824), a 33.33% increase
  • Individual applications with hearing: 80,000 TL ($1,899 or €1,647), a 33.33% increase
  • Other cases and proceedings: 90,000 TL ($2,137 or €1,853), a 38.46% increase

 

Proportional Tariff – Cases with Monetary Value

The tariff published in the Official Gazette includes significant changes to proportional fee brackets for legal assistance involving monetary claims or cases that can be evaluated in monetary terms. The 2025 tariff, which had 10 brackets, has been reorganized for 2026 with the addition of a new 13% bracket:

  1. First 600,000 TL ($14,245 or €12,353): 16%
  2. Next 600,000 TL: 15%
  3. Next 1,200,000 TL ($28,489 or €24,706): 14%
  4. Next 1,200,000 TL: 13% (NEW BRACKET)
  5. Next 1,800,000 TL ($42,734 or €37,059): 11%
  6. Next 2,400,000 TL ($56,978 or €49,412): 8%
  7. Next 3,000,000 TL ($71,223 or €61,765): 5%
  8. Next 3,600,000 TL ($85,468 or €74,118): 3%
  9. Next 4,200,000 TL ($99,713 or €86,471): 2%
  10. Above 18,600,000 TL ($441,624 or €383,018): 1%
